Front page will now show the last four publications of
 the current issue of SciPost Physics. Also reconstructed
 the .panels to .cards.

The .panel class should not be used again. This however can be
 replaced by the .highlight for headers or the -to be finished-
 .card construction. See Bootstrap4 docs.

Include the migrations for last commit including the database
 filling of the 2017_03_18 editorial college members using an
 empty migration.

EditorialCollege and EditorialCollegeMember models are added
 which are used to show static info on About page.

Static information which is easier to track using the database,
 here the editorial college members shown on the about page,
 will be shown from the new model and not be hardcoded into the
 HTML templates.

Deleted all bibtool-draft codebase, including templates,
 models, views, routes, etc.

Migration is included to update the database

The personal page has an extreme database load. The number
 of database queries is heavily dependent on the number of
 objects loaded into the views such as own_comments, etc etc.
 On my almost-empty local database this resulted in 94 queries
 in a single view request with a significantly long loading time!

This is a quick and dirty, first improvement. Splitting the different
 tabs to different routes or dynamically load the tab content when
 opening seems a best option after all.
