Regression: EiC vote not counted

Description

EiC vote not cast by default when voting on a submission.

Behavior

Expected: Because an EiC also votes on a submission, their vote should be included together with opening a vote

Actual: I have observed that my vote (I am an EiC) was not included in submissions/vote_on_rec/5457 and I had to cast it manually.

Thanks for the submission @akhmerov. We were just discussing a fix to this so I will start working on it now! I also believe this should be better tracked in #82 (closed), of which if looks to be a duplicate.
