[Production] Removing an officer locks available status to "Proofs have been produced"

Behavior

Actual: When initiating a SciPost stream, assigning and subsequently removing an officer, the option to set status to "Request files" is lost, and the stream is locked to "Tasked".

Expected: The status should reset.
