[Editorial Page] Premature fixing of refereeing cycle

Description
During the Refereeing in preparation face, the Editor in Charge selects a refereeing cycle which can be a normal or short refereeing cycle or a direct editorial recommendation. If Direct editorial recommendation is selected (even if by mistake), the status of the submission immediately changes to In refereeing and the refereeing cycle changes to Direct editorial recommendation. If this selection was done by mistake, there is no way of correcting it: referees cannot be invited because of the Direct editorial recommendation cycle, and since no editorial recommendation has been formulated yet it cannot be deprecated to start over.
Behavior
Expected: When the Editor in Charge chooses to formulate an editorial recommendation, the submission status and the refereeing cycle should change only after the editorial recommendation is actually formulated.
Actual: The submission status and the refereeing cycle change immediately after selecting Direct editorial recommendation even if no recommendation is made.
Steps to Reproduce
- From an editorial page https://scipost.org/submissions/editorial_page/[submission code] of a submission with status Refereeing in preparation, select Direct editorial recommendation for the refereeing cycle,
- Click confirm choice,
- You now cannot go back if this was a mistake and wanted to invite referees.
