email notifications on replies to comments

Right now, if I am not mistaken, the authors do not receive an email notification when a reviewer replies to their comment/question. Please enable this feature.

Thanks for pointing this out. Authors were getting an email in case a Comment was posted directly on the Submission, or on a Report on the Submission.

Fixed 2019-06-23 in commit 2c114e69. Authors now receive an email for any Comment being vetted and appearing as a new leaf node of the comment thread on the submission page.
