[Editorial Recommendations] Allow submission of comments without recasting of the vote

Description

When a comment on a recommendation needs to be updated, the vote of the recommendation needs to be recast.

The two actions should be decoupled.

This is related to #57 (closed), and the solution outlined there would be an alternative fix.
