[Refereeing invitation] Allow to avoid sending an email when cancelling review invitation

Description

Right now canceling the review invitation https://scipost.org/submissions/cancel_ref_invitation/<submission_id>/<invitation_id> automatically sends an email "SciPost: report no longer needed". I think this is undesirable e.g. if the referee clearly paid no attention to the invitation, for example when the review round is about to close after weeks of no response. Therefore I propose to allow to cancel the invitation without additionally sending an email.
