Simplification of appraisal and taking charge of papers

Description
In accordance with comments made in the VGM 2024, we propose a simplification for the appraisal system, as well as taking charge of submissions. In short we propose to reduce the number of optional answers in all steps of the appraisal system. In stead of drop-down menus, we should use tickboxes. Competing Interests no longer require detailed responses (merely 'yes' or 'no' response). Finally, a 1 click 'too busy for all submissions' should be added, for fellows to quickly tell the system that they will not be taking any of the papers in the queue

Proposal 1
See the proposed new layout in the screenshot. Each column of tickboxes only allow for a single box to be ticked. All tickboxes are visible at all times. One can only click submit if all columns have at least one tickbox marked (this is particularly important for the CI column). -
Proposal 2
The questionmarks should explain the meaning of each choice. Particularly the questionmarks should only show information when hovered over them. (Important note: The questionmarks next to 'desk reject' should explain how many of these votes are necessary in order for edadmin to return the paper to the authors) -
Proposal 3 We also introduce a button 'Mark me as 'Too busy' for all submissions seeking assignment'. This is supposed to be used by fellows with many papers in their queue and have finished perusing all the submissions. This button marks all remaining papers as 'too busy' but crucially says nothing about the expertise level or CI. In the submission pool there should then be a new filter that filters on 'appraised' and 'not appraised' submissions. This way Fellows can easily manage all submissions they are in the pool of.
Additional information
After a fellow selected 'yes, let me take charge now' and pressed 'submit', a confirmation page should be opened as usual.
