Fellowship nomination system 'needs EdAdmin attention flag' bugged for 'unresponsive' status

Description

In the Fellowship nomination system when a fellow has been set to 'unresponsive', the 'needs EdAdmin attention flag' should be removed. Right now it is not.

Behavior

Expected: If a 'needs EdAdmin attention flag' is raised, and a update is issued that closes the issue (such as accepted, declined, or unresponse), the flag needs to dissapear permanently.

Actual: The 'unresponsive' status does not remove the flag.

Steps to Reproduce

  1. A flag indicating attention exists (not sure if this is necessary condition)
  2. status is changed to 'unresponsive'
  3. Flag does not disappear.
