[Submissions] Create/repurpose Submission daily-executing lifetime "ticker" command

This issue represents the need for a django command which will:

• Handle routine automatic emails for ongoing Submissions without an editor (#339 (closed))
• Automatically reject the Submission when the expiration_date has passed (#335 (closed))

The command should run each day as a normal cronjob.
