[Editorial recommendation] [Editorial vote] Allow the EiC to rephrase the remarks to authors
Problem
In my experience, the voting discussion is frequently useful, and the participants bring up important suggestions to the EiC.
Right now if the EiC wants to act up on these suggestions—for example by reformulating the feedback to the authors or expanding the remarks for the college—they need to start a new voting even if they don't change the recommendation. This invalidates the previous votes, causes downtime while the voting is in preparation, and makes the previous discussion hard to find.
Proposal
Allow the EiC to rephrase the "remarks for authors" and "remarks for the EC" without starting a new voting.
