[Submissions] Wrong default issue for proceedings

When submitting to SP Phys. Proc. (both new submissions and resubmissions), the field Proceedings (where the conference issue is to be selected) is pre-filled with the first proceedings issue in our list. Many authors don't bother to change this, flooding us with submissions to the incorrect issue.

This field should be empty by default in a first submission, and should be mandatory. In a resubmission, the only available (and default) option should be the issue of the original submission.
