[Production] Creation of public source files repo

When a production stream is closed and the paper is published, we should make the publication source files publically accessible.

Requirements:

• Create a repo with all source files required for compilation of the document
• All comments from the file should be removed
• Create a readme.md file with article information and link to main repo
• Add hashing (MD5?) information about all source files
• Ensure compilation of .pdf file is reproducible
