Needed refactoring of submit manuscript flow.
Checks are run via the forms. Also, the copying
of data from old submissions is done via forms.

All this functionality is removed from the model.

The removeal of the old ArxivCaller made the submit Manuscript
view crash. At least 5 properties of the old caller was relied on
but not found on the new caller.

Also, (more) important are three checks on the submit manuscript
page which are missing now. These should be implemented into the
submission form back again.

Need to rerun `add_groups_and_permissions` command.

After a new invitation is made on a resubmission the
reinvited referee will receive an additional mail
to notify him/her about the resubmission and his new invitation.

Also, explicitly added the host to links in the new mail templates
to prevent invalid links.

All required actions are determined and saved in `submission.cycle`
now. The actions required are determined at initialization of
the submission. Different cycles now possibly can have different required
actions. All template logic to determine required actions is removed
from the codebase.

`Published` and `resubmitted` submissions dissapeared in the public
search results. They're back in the results as they were too strictly
filtered.

Certain actions, such as looking into the editorial page, were
 possible to do by (possible) authors. All submission views
 related to the EdCol are now filtered by the get_pool filter in
 the SubmissionManager to exclude objects with the requesting user
 being a (possible) author.
