Minor enhancement: only show "required actions" when necessary

Right now viewing /submissions/pool will show the message "This Submission contains required actions, click here to see details.` to any member of the editorial college. Instead it would be more logical if this label was only visible to the users that may do something about it (so EIC and maybe moderators).

The purpose of this is to enable Fellows (if they so wish) to see some details of what is happening, e.g. how many referees were invited. That way they can nudge the EIC if they happen to have the chance.

So this will not be implemented.
