Broken link in an email

The SciPost: current assignments, pending tasks weekly email has a broken link in "extend reporting deadline", which points to submissions/editorial_page/{submission_id}#reporting-deadline (missing the protocol and domain part of the URL).

@akhmerov Please let me know if this is ever an issue again in any of the refereeing actions in the email. It is rather complicated for me to test emails directly, but I am very certain that as of the aforementioned commit this is fixed.
