Delay notifying authors about acceptance/rejection until after the voting is concluded

If I am not mistaken, right now if the editor formulates a rejection decision, and writes both a message to the authors and a clarification to the editorial college fellows, then the message to the authors is delivered immediately.
This is likely not the desired behavior since the rejection decision needs to be accepted first by the editorial college vote.
I am uncertain, but the same problem might apply to the acceptance decision.
