[Referee management] Allow invited (by EiC) referees to suggest alternative referees to EiC from Referee Iniviation email
Feature Request
Description
In the email that we use to invite referees for peer-review, we should give the referees the option to suggest alternative referees to the referee. Furthermore, the referees should be given the opportunity to communicate with the EiC.
The current invitation emails should be updated with an additional link, pointing to a form page where the invited referee can submit all relevant information.

Referee invitation email will include an additional link that people can follow to submit alternative referees. -

In the same webpage, allow the invited referee to sent a message to the EiC.
