Allow someone who declines a referee invitation to write a message to the editor
At the moment someone who declines a referee invitation is supposed to indicate a reason, chosen among a fixed list of possible reasons. It would be nice to also have an optional text field for more detailed messages. This could also be used for recommending other possible referees. (In JHEP, the template message for declining a referee invitation includes recommending other referees.)

I propose splitting this request in two: allowing custom refusal reasons on one hand, and a facility for recommending alternative referees on the other. It would be useful to have the alt. ref. facilities available even if a "standard" refusal reason is given.
Suggesting alternative referees can also be expanded beyond invited referees to include all Fellows (of the relevant specialties, non-conflicted) other than the Editor in Charge. This can be implemented e.g. in the submission pool.
Required data for an alt. ref. suggestion: Full name and affiliation. Optional data: email address.
I propose tracking the refusal reason in this issue, but the alt. ref. facilities in #171 (closed), #172 (closed), and #173.

I had to extend the jQuery script during fixing this, which runs against %Complete HTMXification. Due to the fragility of these views, I want proper testing to be implemented first.
