[Refereeing invitation] Improvements to new referee invitation system

Description

A few tweaks to the newly implemented referee invitation system based on Fellows' feedback

Proposals

1. Activate the filter options "Show unavailable" and "Include those with competing interests" by default (while still blocking actions and displaying the reason)

2. Change the auto-reminder default to Yes

3. Create a one-click "quick invite" button to send the invitation with default settings: Auto-reminders on, primary email selected. The current "invite" button can be renamed to something in the lines of "edit invite", "select settings" (or any better suggestion you may have)

4. When adding a new profile using the interface at the bottom of the page, clicking on "Add to database" should also refresh the search results

5. Allow sending invitation of unavailable fellows (period or non-accepting of invitations) albeit with a warning message.
