[submission pool] allow EdAdmin to add submission specialty(ies) and bulk add fellows from specialty to pool

Description
Allow EdAdmin to change submission specialty(ies) and bulk add/remove fellows from pool. In the 'EdAdmin' tab of submissions in the submissions pool; it would be usefull to introduce a button under 'General maintanance' that would allow EdAdmin to add the specialties of the paper.

Proposal 1
Introduce a button under 'general maintanance' entitled 'Update submission specialties'. This button should work similar to the current buttons (i.e. 'Update the target Journal') in that it opens a tile that asks for input (see screenshots). Here one should be able to add specialties from submissions. -
Proposal 2 In the Fellows tab, we would have the option to add all fellows from a specialty in one go to the submission. Of course Fellows with two or more specialties should only be added once (no duplicates)

Proposal 3 (optional) When a specialty is changed, a preprogrammed email should be sent notifying the authors. It would be best if this email can be modified before sending. The contents of the email should be: Dear [author],
We thank you for your contribution to SciPost. Your submission has been forwarded to the Editorial College for appraisal and Editorial assignment. Our editors noted that the current specialties might not be fully representative of the contents of your manuscript, and made recommendations for a change.
In order to find a appropriate editor for your manuscript, it is important that the specialties of the submission represent the submissions content. Editorial Administration has therefore made the changes as suggested by the Editorial College.
No further action is required from you at this stage.

- Proposal 4 (optional) Allow a seperate button to remove specialties, similar to add specialties. However; this has implications for current appraisals. I suggest to allow to remove specialties (and consequently appriasals) as a separate option with a warning-pop-up. This button should not work if no specialties remain (i.e. a submission cannot have no specialty).
