[submissions pool] Radio button clicks are not stored or not rendered

Bug Report

Description

Clicking on the radio button in the appraisal form is not recorded in the database.

Behavior

Expected

1. Open /submissions/pool.
2. Click on "not at all qualified".
3. This appraisal is recorded (since there is no "save" button).

Actual

• A request is sent to /submissions/pool/<id>/appraisal/radio_form and 200 OK is returned
• A refresh shows that the appraisal is not recorded or not shown.

Additional Information

The new appraisal form is much more convenient, thanks!
