[Submission pool] Remarks cannot be added to already processed submissions

Description
On a submission pool entry for a submission that was fully processed, new remarks cannot be added on the Remarks tab. Trying to do so leads to a 404 error (redirected to url https://scipost.org/submissions/pool/[submission_id]/add_remark) and the remark is not saved.
Behavior
Expected: A remark is added to the submission entry.
Actual: We are redirected to a url that shows error 404. Remark is not saved.
Steps to Reproduce
- Find a fully processed submission (status: admission failed, preassignment failed, failed to find EiC, editorial decision fixed, or withdrawn by authors) on the submissions pool. Search set should be All accessible history for submissions with these statuses to appear.
- On the Remarks tab, write a remark and click submit.
- Face a 404 error.
Additional Information
It is possible that this behaviour was originally intended instead of a bug. However, there are some circumstances where it would be useful for Editorial Administration to write a remark on a fully processed submission, e.g. when admissibility failure was due to lack of copyright licences but those are later obtained by authors.
