[Personal Page] Add new "Emails/Communications" tab in the peronal page for editing emails and mailing list participation

I propose adding a new tab in the personal page where the user can edit their profile emails, request links to verify them (as per #186 (closed)) and manage their mailing list subscriptions (introduced in #242 (closed)).

This issue should provide:

• HTMX list of subscriptions with "subscribe/unsubscribe" button
• HTMX list of emails with "request verification button"
• HTMX add profile email button like in the profile page for fellows/edadmin
