[Publication Metadata] Apply the publication format to new draft's TeX

Description
When a new publication is drafted from the accepted papers pool, format the last tagged TeX version with publication details (DOI, date).
Proposals
At the moment, when a new publication is drafted, a DOI is chosen alongside the target date of publication. In this screen, the title, list of authors and abstract are also chosen. Some of this information need to appear on the published pdf (DOI, date). Furthermore, more changes are required to the TeX's style compared to the version which was available to authors for proofreading (for example, we can now remove linenumbers). I propose to alter the draft's creation step to allow for a more efficient interaction and automation of this process.
Proposal:

Change the draft publication screen to only input DOI and target publication date. This lifts the restriction of a known abstract/title information (which may slightly change after submission) at this step. -
At the moment of creation, apply changes to the last tagged TeX version, filling in publication details or making other changes. This changed version will be tagged, for example, as "publication_format".
During this step other details in the TeX will be validated against the database (Submission/Acceptance Dates, Names/Number of Authors), and the TeX itself (Correct affiliation numbering/order, copyright attribution), for consistency. The officer will be informed of any issues, and an action to correct them will be taken if possible.
