Modify the workflow and the default notification for the second and further rounds of review.

When opening the second refereeing round, I noticed that:

• The web UI issues a warning if only two referees that originally submitted a report are reinvited.

  • Display when reports exist on first version, and this is a resubmission.

• The email notification send to the referees uses exactly the same template as before. In particular it says

  ... have resubmitted their manuscript to SciPost. On behalf of the Editor-in-charge {{editor}}, we would like to invite you to quickly review this new version. Please accept or decline the invitation (login required) as soon as possible (ideally within the next 2 days).

  I think that this message and the workflow could be improved in the following ways:

  • Assume that the referees are willing to review the resubmitted manuscript. I propose to give the referees an option to opt-out from the following rounds of review, and if they didn't assume that they accept the invitation.
  • Furthermore, I propose to remove the vague qualifier "quickly" from the request description. It conveys a false impression of either urgency or simplicity of the request. Neither is appropriate.

The notification is the same as written above and as such the issue should remain open.
