[Subsidy Attachments] Search and filter functionality in orphaned subsidy attachment list

Description

Allow to order, filter and search the orphaned subsidy attachment list at https://scipost.org/finances/subsidies/attachments/orphaned/.

Proposals

Please enable order (both increasing and decreasing) and filter by Date and by Filename, and a search engine to search for strings within Description (search criterion being "contains").

Additional Information

Please keep the implementation and time spent minimal; once the backlog cleared it will not be as useful.
