[Editorial Recommendation] Warn of insufficient number of referees when recommending revision

Description
There is a minimum number of reports from different referees necessary to recommend acceptance in a journal. When that number is not met, the system blocks such a recommendation. However, no such block exists (and this should remain the case) when recommending a revision. It would be useful to have a warning and a confirmation step when the EiC tries to formulate a recommendation for revision for a target journal without enough different referees for acceptance.
Proposals
When trying to formulate such a recommendation, display the warning: "At least [X] reports from different referees are needed to accept a paper in [Target Journal]. If you request a revision for [Target Journal], you will need to secure the remaining reports in the next refereeing round before recommending acceptance. Do you wish to proceed?".
The warning should come with the options "Proceed with editorial recommendation" or "Take me back to prepare refereeing". If the second option is chosen, the submission status should be changed to "Refereeing in preparation" and Refereeing_cycle set to "Cycle undetermined".
