[Publications] Add supplemental information as resource type & fetch from preprint server

• Create a new Publication resource type called Supplemental Information for hyperlinking to external resources accompanying a publication.
• Displayed in a collapsable section in the Publication page.
• Wherever possible, fetch these from a compatible preprint server (e.g. ChemarXiv)
• Add urls from submission form as resources
