[Submissions Pool] Allow fellows to propose Assignment Offers through the Submissions Pool

In #336 (closed) we add the Assignment Offers model which represents conditional offers of editorial assignment. In this issue, we want to allow fellows to create these offers through a UI similar to the appraisals, mimicking the old option of readiness "if transfered to a different journal".
