[submission pool][email] Count number of times a email was sent to Fellows using the button in the submission pool

Description

When the button is used to sent an email to invite Fellows to consider taking charge of a paper, we would like this to be logged in pool. That way, we can keep track of if and how many attempts were made to have a paper be assigned. A simple number next to the email button (see picture) would suffice. Please keep in mind that this number should only be iterated if an email has actually been sent, not just if the button was pressed.
