[Subsidies] Create a SubsidyGroup modelling collective agreements

In order to facilitate the creation and organization of collective agreements, we need to model them by "group"-subsidies.

This model should have the following attributes:

• coordinator: Organization
• subsidies: Manager[Subsidy]
