[Referee Invitation] No obligation to invite 3 referees
In the communications to the Editor-in-Charge and on the Editorial Page the messages that tell the Editor-in-Charge to invite more referees should suggest to invite more referees rather than oblige them to. Moreover, no warning should appear in the Editorial Page if the minimum number of reports have been reached.
An example is given in the email "Assignment as EiC", where this sentence appears: "In particular, unless you choose to directly formulate a Recommendation, you should now start a refereeing round and invite at least 3 referees; you might want to make sure you are aware of the detailed procedure described in the Editorial College by-laws." I suggest to modify it: "In particular, unless you choose to directly formulate a Recommendation, you should now start a refereeing round. We highly recommend you invite at least [x] referees. We also remind you that this article is submitted to [y] which requires at least [z] individual referees before a publication can be considered; you might want to make sure you are aware of the detailed procedure described in the Editorial College by-laws." The number of suggested referees should depend on the target journal: 2 if the journal requires at least one report, 3 if the journal requires at least 2 reports.
