[Editorial Page] Add information about Editorial Recomm
In the Section Editorial Recommendation 
it would be useful to add an extra line to inform the EiC that the authors cannot resubmit if an editorial recommendation for revisions is not formulated.
A possible sentence that could be added: "Authors can submit a new version of the manuscript only after an editorial recommendation for minor or major revisions is made.”
