[Refereeing] Implement visibility of the referee recommendation

The editorial college voted in the VGM 2021 to make the referee recommendations (accept/reject/revise) publicly visible. Please implement these.

Could you let me know which view would be affected by this? Would is be something in e.g. the submissions page, and whether it will be accessible to all viewers or only authors etc.

This is the accepted reference motion (editorial college access required).

To quote directly:

Therefore without access to this final recommendation, authors and readers may not be able to appreciate the referee report in entirety.

The proposal is to make the entire referee report, including this final recommendation to the EIC, publicly visible.

In other words, this applies to all views of the referee report.
