Description
Allow taking charge of a manuscript in one click (with a confirmation).
Proposals
Right now taking charge of a manuscript from the submission pool requires the following steps.
- Declare your expertize
- Declare lack of CoI
- Confirm lack of CoI
- Select "yes, let me take charge now" from the dropdown "ready to take charge"
This sequence of steps is hard to discover. I propose to have a separate button that allows to directly take action.

I believe we cannot easily streamline the process by a lot. Even if we were to merge the "no conflict" and "take action now" selections to a single shortcut button, we cannot meaningfully get a response for the EIC's expertise without a manual selection.
Would it be acceptable to just merge two of the options in a shortcut? It seems a little superfluous for little gain in my opinion.
I believe if the EiC volunteers, their expertise is not relevant anymore. Merging "no conflict" and "take action now" would be strange since "no conflict" implies a much lower commitment.
What about the following:
- Make the "take action" dropdown the primary UI element, potentially renaming it
- Make "declare CoI" an entry in the dropdown. CoI declaration prevents any other action, and conversely taking action implies no CoI.
- Deemphasize the expertise declaration by making it smaller and moving it to the right.
