[Reports] Allow anonymization for 24 hours after vetting

Description

Allow referees to anonimize their reports for 24hours after vetting. This feature has been pre-approved by the foundation.

Proposals

   Allow referees to anonimize their report for 24 hours after vetting.

• Edit email to notify that they can change the visibility settings for the next 24 hours. Disclaimer about not guaranteeing the information hasn't been saved by third-parties.
