[referee submissions] Warning to referees when they submit report signed with their name

Description

This feature request is an attempt to reduce the odds of referees accidentally submitting referee reports signed with their name.

Proposals

1. Proposal 1
   When a referee submits a report anonymously, there should be no red text. Red text might imply that something wrong is happening. Similarly, there should be no green text when a report is submitted and signed by name. The green color implies that everything is okay, when in fact, it might be wrong. See figures below.

2. Proposal 2
   Upon confirming the submission, make the browser ask one more time if the referee wants to sign the report with their name. A popup with the text: "You are now submitting a referee report that will be publically signed with your name. Continue?"
