[Publication Metadata] Hide citation list action icons for each item when not hovering

Description

The "Create citation list metadata" of a publication draft has recently been updated #83 (closed). As a result, each item can now take two actions edit and delete, accessible by icons at the far end of the item. I propose to only make these action icons visible when the user hovers over them, effectively minimizing the clutter.

Proposals

• Hide all action icons by default.
• Make them visible on mouse hovering.
• Highlight doi items.
