[Editorial Recommendation] Change the description of the field "Optional Remarks for Editorial College"

Description
In the form that Fellows fill in to make an Editorial Recommendation, the field "Optional Remarks for the Editorial College" is actually compulsory if the recommendation is to publish or reject a manuscript.
Proposals
Remove the word "Optional" in the field "Optional Remarks for Editorial College" in an Editorial Recommendation.
