[GitLab] Investigate viability in applying for Premium for open source projects

GitLab appears to offer free Premium plans for open-source projects and our license is among the acceptable ones.

I suggest applying for this if it is not a hassle, as it can give us access to a few interesting features, such as:

• Weighting of issues as a means of adding prioritisation.
• Creation of epic issues, combining little features together.
• Road maps to create timelines of the project's overall progress.
• Post-commit / Pre-merge hooks to make sure our code stays formatted (and free of linting errors?).
