Make EIC vote in favor of their own recommendation

George Katsikas requested to merge dev_GK_20230710_eic_votes_for_recommendation into master

A simple one-line fix to automatically have the EIC vote in favor of the EICRecommendation they formulated. The decision is signed by the EIC regardless of who (EIC or EdAdmin) submitted it.
