[Editorial Recommendations] Editor in Charge asked to vote on own recommendation

Since the latest refurbishing of SciPost workflows in January, when a vote on an editorial recommendation is started the Editor in Charge is no longer counted as agreeing with the decision by default. This results in the EiC having to vote on their own recommendation later on, and until they do agreeing votes are undercounted. The default agreeing vote by the EiC should be reinstated.
