[Referee management] Tool for suggesting referees
Feature Request
Description
Several people should have the capacity to suggest referees for a given submission. I propose to create a referee suggestion tool that can be displayed in different places to authors, Fellows and invited referees to suggest candidate referees to the EiC (even before an EiC is assigned).
Proposals
The tool should require a name and an affiliation to be provided for each suggested referee, and optionally an email address.

Authors should have access to the tool:
- On the submission form during submission.
- On the active submission page (i.e., before an ed rec is formulated). It should be absent from previous versions of a submission.

Fellows should have access to the tool:
- On the pool, on the Refereeing tab of the submission entry.
- On the active submission page.

Invited referees should have access to the tool when giving a reply to the referee invitation. The tool should be available regardless of their reply, and message encouraging them to give suggestions should be shown if they refuse the invitation.
All the suggestions should then be collected on all versions of the editorial page for the EiC, and on the submission pool entry's Refereeing tab for both EiC and EdAdmin. EiC and EdAdmin should also be able to see who made the suggestion. Other Fellows should not see a full list of recommendations, but we can consider showing them the recommendations they made on the pool (Refereeing tab).
